I have been having trouble recently with Windows Live Messenger not being able to sign in. A common error that appears is “We Can’t Sign You In To Windows Live Messenger”. Signing in to Windows Live Messenger failed because the service is temporarily unavailable. Please try again later.

For me, the fix was deleting a certain folder in app data. Below are instructions.
Browse to the following location:
Delete the folders in there. Might be called 15.0, or 15.5. It’s safe to delete everything in there.
Make sure Windows Live Messenger is not running when you try to delete it, and that the msnmsgr.exe and wlcomm.exe services are not running. Otherwise it will probably say you can’t delete the folder because it is in use. In the task manager the wlcomm.exe service usually shows up as “Windows Live Communications” as seen in the picture below.
Once deleted, you should now be able to log back into Windows Live Messenger. Enjoy!
Windows Live Messenger is no longer available but you can download Skype here: http://www.skype.com/en/
